How to Register in the MARINA Blockchain-Enabled Automated Certification System (MARINA-BEST)

The Maritime Industry Authority (MARINA) Regional Office for the National Capital Region (NCR) has announced the upcoming launch of the MARINA Blockchain-Enabled Automated Certification System (MARINA-BEST). Set to be implemented in July 2024, this innovative system aims to streamline certification processes for maritime applications.

MARINA-BEST is an advanced web application designed to offer a comprehensive suite of online services. These include certificate and permit applications, streamlined processes, real-time status tracking, standardized inspection and survey checklists, and easily verifiable documents. The system ensures secure, contactless transactions, reducing opportunities for corruption and preserving the integrity of documents. Additionally, MARINA-BEST will serve as a critical tool for the effective monitoring and enforcement of maritime rules and regulations.

The introduction of MARINA-BEST aligns closely with the agency’s Updated Maritime Industry Development Plan (MIDP) 2028 and the leadership thrust of the MARINA Chief to digitize processes and services. This initiative reflects MARINA's commitment to leveraging technology for industry improvement and modernization.

Procedure on Registration of the Marina Blockchain-Enabled Automated Certification System

STEP 1: Visit https://shipping-best.marina.gov.ph/register

STEP 2: User will be directed to the Registration Page. Fill out all mandatory fields with * mark.

STEP 3: On the next page, continue filling out all mandatory fields with * mark.

STEP 4: An e-mail confirmation will be sent to the provided e-mail address.

STEP 5: Kindly wait for the approval of the account. Once approved, another e-mail confirmation will be received.

User will be directed to the Company Dashboard

STEP 7: A company account may add multiple users as Liaison Officer/s. This user may open and transact certain applications in behalf of the company. To add a Liaison Officer, Click the “Profile” Tab.

Then, click “Add New Account”.

Fill out all necessary information of the Liaison Officer. Once done, click “Add Account”.
